- 1 tablespoon mirin (cooking rice wine)
- 1 tablespoon non-fat dry milk
- 1/4 cup flour
- 8 ounces Basa fish fillet (cat fish), cut into 2-inch slices
- 1 cup vegetable oil for frying, divided
Black Bean Sauce:
- 1 teaspoon minced ginger
- 1/2 tablespoon minced garlic
- 1 tablespoon salted black bean
- 1 stalk green onion, cut into 2-inch pieces
- 1/2 red bell pepper, sliced
- 1 tablespoon low-sodium shoyu
- 1/4 cup water
- 1/2 teaspoon corn starch mixed with 1 tablespoon water
