- In a small saucepan, dissolve sugar into water and bring to a simmer over low heat.
- Remove from heat.
- Cool for 10 minutes, whisk in green tea matcha powder.
- Refrigerate until chilled before using.
- Add ice to blender or food processor, being sure to fill it only half way.
- Grind ice on the finest setting, stopping intermittently to scrape down the edges and rotate ice so that the larger chunks are closer to the blade.
- Repeat several times for larger quantities of shaved ice.
- In a small bowl, pack in a generous amount of ice and cover with syrup.
- Drizzle the evaporated milk over the shaved ice and top with one scoop of ice cream and azuki beans.
