- Heat oven to 350°F.
- Line a rimmed baking sheet with parchment paper.
- In a small skillet, heat oil and sauté onion until soft, about 3 minutes.
- Add garlic and sauté another minute.
- Transfer onion mixture to a large bowl.
- Set aside.
- In a small saucepan, bring ketchup, vinegar, brown sugar, and cayenne pepper to a boil, then reduce heat and simmer until a syrup consistency, about 5 minutes.
- Combine chicken broth, parsley and 2 tablespoons of ketchup mixture to a blender and blend until smooth.
- Add broth mixture, eggs, panko, Parmesan cheese, salt, and pepper to onion mixture bowl; mix together.
- Add beef and thoroughly combine with hands.
- Transfer meatloaf mixture to prepared pan and form into a smooth loaf.
- Spread remaining ketchup mixture over top of meatloaf and drape bacon strips crisscrossed over top.
- Bake for 60 to 70 minutes or until bacon is crisp.
- Let loaf rest for about 10 minutes before slicing.
