- Salt
- Water
- 1 tablespoon vegetable oil
- 4 cloves garlic, crushed
- 6 medium shallots or red pearl onion, sliced
- 4 to 5 tablespoons fish sauce
- 4 teaspoons sugar
- 1 teaspoon black soy sauce
- 1 tablespoon black pepper
- Green onions for garnish
