The Hawaiian Electric Companies submitted to the PUC their Final Variable Renewable Dispatchable Generation and Energy Storage RFPs and supporting documentation for the islands of Oahu, Maui, and Hawaii on August 22, 2019 as directed under Order No. 36474 (PDF). The final RFP documents are available at the links below.
The RFPs are now open. Bidders must submit proposals via Power Advocate, an electronic procurement platform. See Appendix B and Appendix D of the RFPs for registration, user information and instructional information. Bids must be received through PowerAdvocate by Tuesday, November 5, 2019, 2:00 p.m. Hawaii Standard time (HST). (Company Self-Build bids must be received through PowerAdvocate by Monday, November 4, 2019, 2:00 p.m. HST.)

RFP Update (July 19, 2019): Site visits scheduled for Company-owned sites
Oahu Variable RFP
Hawaiian Electric Company, Inc. ("the Company") will be seeking proposals for the supply of energy storage for the Company System. For the purpose of siting a project to fulfill all or part of the energy storage need, the Company is offering potential Proposers a site visit at the Company's Kahe Generating Station property. Interested parties are invited to attend the site visit to be held on Tuesday, August 6, 2019 at 10 a.m. (HST).
The site visit will require access through an operational power plant. Therefore, attendees will be required to register as a visitor, participate in a safety briefing, and wear appropriate safety attire and Personal Protective Equipment ("PPE"). Attendees will also be required to sign a waiver and hold harmless agreement, the form of which is available below.
Please plan accordingly and be on time. Access through the property and to the site will not be guaranteed for late arrivals. The Kahe Generating Station is located at 92-200 Farrington Highway, Kapolei, Oahu 96707. Park in the visitor parking lot and check in at the Guard Station at the main gate to the Generating Station. Identification (such as a Driver's License) will be required of anyone entering the property. The Security Officer on duty will provide directions to the Kahe Classroom, where the safety briefing will be conducted.
Attendees are required to wear long pants and use the following PPE: hard hat, steel-toed safety shoes, and safety glasses. A limited number of PPE will be available for use, but attendees are encouraged to bring their own. Participants should be prepared to be exposed to the sun for approximately 1 hour and must be able to walk over uneven terrain.
All attendees will be accompanied by a guide who will be available to answer questions about the site. All questions and answers will be logged and made available at a later date on the Company's website for this request for proposals.

Maui Electric Company, Ltd. ("the Company") will be seeking proposals for the supply of energy storage for the Company System. For the purpose of siting a project to fulfill all or part of the energy storage need, the Company is offering potential Proposers a site visit at the Company's Waena Site. Interested parties are invited to attend a site visit to be held on Thursday, August 8, 2019 at 10 a.m. (HST).
Please note that attendees will be required to sign a waiver and hold harmless agreement, the form of which is available below.
Please plan accordingly and be on time. Access to the site will not be guaranteed for late arrivals. The Waena Site is located off of Pulehu Road (near the Central Maui Landfill and Upper Division Road) in Central Maui. Drive through the gate and a Company representative will direct you to a parking location. Company representatives will take attendance and conduct a safety briefing at the site.
The site is currently a vacant field with vegetation and other obstacles on the ground. Therefore, attendees are required to wear a safety vest, long pants, and covered shoes, which may become soiled. A limited number of safety vests will be available for use, but attendees are encouraged to bring their own. Due to the potential for bees at the site, attendees with allergies should take the necessary precautions. Participants should be prepared to be exposed to the sun for approximately 1 hour and must be able to walk over uneven terrain.
All attendees will be accompanied by a guide who will be available to answer questions about the site. All questions and answers will be logged and made available at a later date on the Company's website for this request for proposals.

The site visit will require access through an operational power plant. Therefore, attendees will be required to register as a visitor, participate in a safety briefing, and wear appropriate attire. Attendees will also be required to sign a waiver and hold harmless agreement for each site visit, the form of which is available below.

The Keahole Generating Station is located at 73-4249 Pukiawe St. Kailua, Hawaii 96740. Park outside the main gate and a sign in with the Company representative. Attendees will also be required to sign a waiver and hold harmless agreement for each site visit, the form of which is available below.

RFP Technical Conference (June 27, 2019)
Proposer's conference webinars will be updated for the Renewable RFPs and Grid Services RFP following the July 10, 2019 filing of proposed final drafts of the RFPs pursuant to Order No. 36536. These updated webinars will be made available on-demand for convenience.

RFP Stage 2 Update (May 20, 2019)
The Companies submitted a letter to further stakeholder engagement and to address comments (PDF) from the Commission, State of Hawaii Division of Consumer Advocacy, and other stakeholders from the April 18th and May 2nd status conferences.
Questions
RFP Stage 2 Update (May 7, 2019)
The Draft RFP indicated that questions about the viability of interconnecting a proposed project at a specific location, clarifying questions on the competitive bidding process, and questions on the draft documents can be directed to the Companies via the RFP Email Addresses prior to submitting a proposal. Although the RFPs' scope and requirements are still being finalized through the Status Conferences and PUC guidance, Proposers can submit specific questions to the respective island's RFP Email Address for which it plans to submit a proposal to in advance of the opening of the RFP.
The Companies will endeavor to respond to the questions given what is known at the time the questions are proposed. Responses released prior to the opening of the RFPs may be subject to change based on the RFPs' final and approved forms.

On February 27, 2019, the Hawaii Public Utilities Commission (PUC) issued Order No. 36187 in Docket No. 2017-0352, Providing Guidance in Advance of the Hawaiian Electric Companies' Phase 2 Draft Requests for Proposals for Dispatchable and Renewable Generation. In accordance with Order No. 36187, on April 1, 2019, the Hawaiian Electric Companies submitted Draft RFPs for Variable Renewable Dispatchable Generation and Energy Storage ("Draft Renewable RFP") and for Grid Services from Customer-Sited Distributed Energy Resources, and respective supporting documentation to the commission for their review.

Announcements
- The Public Utilities Commission hosted a status conference on February 7, 2019 with the Hawaiian Electric Companies, Consumer Advocate, and interested stakeholders to discuss plans for Phase 2 of the recently completed RFP process. At the conference, the Companies presented their proposed plans (PDF) for Phase 2 of the RFP. Further guidance will be provided by Order in the subject docket (2017-0352).
