Updated Non-Wires Alternative EOI – Kakaako/Kewalo

Hawaiian Electric is seeking feedback on an updated Expression of Interest (“EOI”) for Non-Wires Alternatives focused on the Kakaako and Kewalo areas on the island of Oahu. Through the EOI, Hawaiian Electric is seeking information to determine whether there are cost competitive NWAs to the traditional wires solution on the island of Oahu that will provide sufficient load reduction beginning in 11/2025 to address overloads of existing infrastructure due to the significant load growth in the Kakaako and Kewalo area in the coming years. Developers or aggregators who are capable of developing utility-scale renewable projects or aggregating DER/EE in the Kakaako and Kewalo area of Oahu are encouraged to submit comprehensive responses to this request. General performance requirements are provided in the EOI.
This EOI is an update to the “Non-Wires Alternative (Kakaako/Kewalo) EOI” sent on January 25, 2023. The update is due to the latest cost estimate for the wires solution which increases the NPV of the NWA scenarios the Company is seeking to:
- NPV to defer the wires project by one year: $3.17M
- NPV to avoid the wires project: $25.6M
The previous NPVs in the January 25, 2023 EOI were:
- NPV to defer the wires project by one year: $1.8M
- NPV to avoid the wires project: $14.3M
Also, the load reduction need-by date has moved from 2006 to 11/2025 due to accelerated forecasted completion dates for certain new developments in the area. The Performance Requirements for the NWA capacity and energy grid needs have not changed.
