- Preheat oven to 500°F.
- Lightly grease a 10 x 15-inch rimmed baking sheet.
- Mix cilantro, pepper, and 6 cloves of the garlic, and rub over chicken.
- Place chicken pieces well apart onto prepared baking sheet.
- Bake until chicken is lightly browned and no longer pink in the center (about 18 to 20 minutes).
- Meanwhile, in food processor or blender, whirl the remaining 2 cloves of garlic, tomato sauce, sugar, vinegar, and raisins until the raisins are chopped.
- Serve chicken hot with tomato raisin sauce.
