- Preheat oven to 350°F.
- Grease a 1 1/2-quart casserole.
- In a large saucepan, melt butter and stir in flour.
- Add milk and cook on low heat, stirring constantly until thickened.
- Stir in mustard, horseradish, cheese, and tuna or ham.
- Stir macaroni into sauce.
- Pour into prepared casserole.
- Sprinkle with crumbs.
- Bake for 30 minutes.
