- In a large sauce pot, heat oil and sauté potatoes, onion, and garlic until potatoes are half-cooked.
- Add tomato paste, tomato sauce, the 3 cups of water, SPAM, corn, frozen vegetables, oregano, basil, salt, and pepper; bring to a boil.
- Reduce heat and simmer for about 20 minutes or until potatoes are tender.
- Mix flour with the 6 tablespoons water and slowly stir into goulash.
- Cook, stirring constantly, until mixture thickens.
