- Heat oil in a large skillet over medium high heat.
- Cook ground beef until browned, drain excess oil, then add onions, pepper and celery.
- Cook for another 2 minutes.
- Lower heat to medium.
- In a small bowl, combine ketchup, vinegar, chili powder, Worcestershire sauce, sugar and salt.
- Stir into beef mixture and let simmer uncovered for 20 minutes.
- Add mixture to hamburger buns and serve.
